The attack occurred just hours after US President Donald Trump announced an agreement with Russian President Vladimir Putin, under which Russia will immediately ship 300,000 tons of fuel to the US, with additional shipments in the coming months. The announcement is seen as a significant shift in American policy, after Trump signed broad sanctions against Russia last month. Kyiv reacted with fury. Ukrainian President Volodymyr Zelensky warned that the deal would allow Russia to fund terror and prolong the war. He revealed that the announcement was made precisely as his negotiating team was meeting in Florida with White House envoys, and accused the Ukrainian team of being used as a cover for talks with Moscow. Trump declined to respond to the criticism.
