The Hind Rajab Foundation has submitted a request to the International Criminal Court in The Hague to investigate Israeli medical personnel and senior health officials for alleged complicity in the torture, abuse, and deaths of Palestinian detainees at the Sde Teiman detention facility. The submission, filed under Article 15 of the Rome Statute, names former health ministers Moshe Arbel and Uriel Buso, IMA chairman Prof. Zion Hagai, IMA director-general attorney Leah Wapner, and Dr. Yosef Walfisch. The foundation alleges that the acts could constitute war crimes, crimes against humanity, and genocide. The submission cites guidelines allegedly issued by the Health Ministry in December 2023, an Associated Press report on surgeries without adequate pain relief, and a doctor's letter about leg amputations from prolonged shackling. The timing coincides with the World Medical Association's General Assembly in Rotterdam, where Israeli representatives are participating. The foundation warned it is preparing individual case files against Israeli doctors with foreign citizenship to pursue legal action outside Israel.
