The International Organization for Migration (IOM), a UN agency, warned that nearly all residents of the Gaza Strip urgently need tents and shelter aid to face the risks of floods and heavy rains expected with the arrival of winter. The organization stated that climate forecasts indicate the region may be affected by the El Niño phenomenon, which could be the strongest on record, threatening the collapse of damaged buildings. IOM Director General Amy Pope emphasized that nearly two million displaced Palestinians need an urgent humanitarian response, noting that relief agencies have only secured 17% of winter shelter needs. She added that Israeli restrictions hinder the ability of international agencies to expand their response, as occupation authorities continue to prevent the entry of about 8,600 emergency shelter kits under the pretext of classifying them as "dual-use" materials. Estimates indicate that the ongoing aggression since October 2023 has destroyed about 70% of residential infrastructure.
