The diplomats listed key measures of the package: sanctions against Russia's energy and defense sectors, against Vladimir Putin and other senior officials, as well as additional restrictions against the "shadow fleet" used by Moscow for oil exports. A separate tool is tariffs against states that continue to purchase Russian oil and gas. The package also extends sanctions against Iran. Kyiv believes that the interaction between Russia and Iran helps Moscow continue its war against Ukraine and poses a broader threat to democratic states.
