The opinion, from June 2024, determined that Qatar is not among the enemy countries with which trade is prohibited under Israeli law, thereby allegedly authorizing cooperation with the Prime Minister's advisors. Alongside this, the contract between Footlik and Eli Feldstein was exposed, stipulating a monthly payment of $5,000 for consulting and support in public relations and media outside the United States. The report notes that attorney Shar ignored in his opinion the fact that Qatar funded Hamas and the October 7 massacre, and even posted a tweet in February 2025 accusing Qatar of funding Hamas and funding the Prime Minister's office. Footlik's lawyers stated that the opinion is confidential and that their client's actions were carried out within the framework of the law.
