Earlier this week, ynet reported that the signing was delayed due to a claim that no budgetary source had been found for implementation. The regulations stipulate that new public shelters must be made accessible, and that the state is responsible for providing information and instructions to people with disabilities equally. Additionally, the regulations govern the supply of basic necessities such as water, food, and medicine in emergencies. The delay was caused by a dispute over the budgetary responsibility for community supporters. It was finally agreed that the responsibility would fall on national-civil service volunteers, who will be trained through a program to be formulated by the National-Civil Service Authority in cooperation with the Ministry of Welfare, the Ministry of Defense, and the Center for Local Government. Last week, rights organizations for people with disabilities appealed to Minister Katz demanding approval of the regulations, arguing that without adapted responses, people with disabilities are left unable to protect themselves.
