The document, published following criticism of Liberman, presents an alternative that includes dismantling the Palestinian Authority, canceling the Oslo Accords, and applying Israeli sovereignty in Area C. The document defines Abu Mazen as a "Holocaust denier" and states that the Oslo Accords have failed. The plan offers four options, with the preferred one being an "Israeli initiative" to prevent a Palestinian state, through Israeli-Jordanian cooperation. Regarding Gaza, it states that there is no choice but the complete elimination of Hamas by the IDF, followed by transferring control to an external entity. In Judea and Samaria, Israel will maintain territorial continuity and security responsibility, and in Areas A and B, an Israeli-Jordanian confederation will be established where Jordan will manage the daily lives of Palestinians. Liberman claims the outline is based on many years of familiarity with the region and relevant parties.
