These matters have been discussed among party leaders and campaign headquarters in recent days. The first stage of the plan is to ensure that the task of forming the government is assigned to one of the bloc's leaders and not to Benjamin Netanyahu, a move that would immediately grant them 28 days with the possibility of an additional 14-day extension from the President of the State. Immediately upon the convening of the new Knesset, they intend to lead an immediate replacement of Knesset Speaker Amir Ohana. Replacing the speaker would give the bloc full control over the composition of Knesset committees, the chairmanship of the Arrangements Committee, setting the legislative agenda, and managing the plenum. Even before attempting to form a government, the bloc intends to pass a series of laws that would change the rules of the game, foremost among them the establishment of a state commission of inquiry into the events of October 7. Another law they will try to pass is a law that would deny the President of the State the ability to task a candidate indicted for a crime with forming the government, a move aimed at ensuring Netanyahu cannot receive the mandate to form a coalition. In the next stage, two scenarios for forming a government are being examined: if the bloc has a large majority, they will try to form a permanent government; if the majority is narrow, they will prefer to swear in a transitional government while setting an agreed date for early elections.
