The first AI government? The historic agreement of the United Arab Emirates

The Emirate of Abu Dhabi has signed four major agreements with OpenAI, aiming to become the world's first fully AI-managed government by 2027. The agreements include converting laws into machine-readable format, integrating AI into the ADNOC oil company and the Mubadala investment fund, and expanding AI tools in the education system.

The Emirate of Abu Dhabi has signed four major agreements with OpenAI, aiming to become the world's first fully AI-managed government by 2027. The agreements were signed at a summit meeting between Crown Prince Sheikh Khaled bin Mohamed bin Zayed and OpenAI CEO Sam Altman. The central project, "Machine-Readable Government," will convert all laws and regulations of Abu Dhabi into a digital format that AI models can interpret and apply in real time, including automated checks for building permits and business licenses. A pilot is already operating in the agriculture and food safety authority. The national oil company ADNOC will integrate OpenAI models across its entire operations, and the Mubadala investment fund will use the models for market analysis. Operational control will remain with Emirati companies through Inception42, a subsidiary of the G42 conglomerate. The Emirates have built a massive data center called Stargate UAE and constructed underground server farms after Iranian drone attacks on Amazon data centers. This development is of interest in Israel, where national AI programs have been launched but have not yet reached similar implementation.
