An N12 investigation reveals that Dvir Rubinshtein, the director of the aviation security operations center at the Ministry of Transport, responsible for supervising foreign airlines, simultaneously received money from the company "Flydubai" for training. Rubinshtein, who is not a civil servant, owns a private company named "Dvir" through which he provides services, and also serves as a lecturer at Sigma 005 College. His job description in the lecture states that he is in charge of security approvals for airlines seeking to enter Israel, while simultaneously advising them. This creates a situation where he flies to the United Arab Emirates to train "Emirates" and "Flydubai," and then returns to supervise them. In a lecture on the lessons of the 9/11 disaster, Rubinshtein noted that the US conducts background checks on foreign pilots, highlighting the depth of the failure. No response was received from the Ministry of Transport or Rubinshtein.
