Soldiers' pay will be doubled and 75% of the Haredi draft cycle to service: the Vinter plan is revealed

The plan includes doubling combat soldiers' pay toward the end of their service, draft frameworks tailored to Haredim, and a protection system for recruits.
The "Amcha Yisrael" party, led by Brig. Gen. (res.) Ofer Vinter, presented on Sunday the "Servants Plan," whose core is changing the model of conscription and compensation for those serving in the IDF and in national service. The central clause determines that the number of yeshiva students recognized as Torah students will be set according to the needs of the security system and the IDF's absorption capacity, and will not exceed 25% of the Haredi draft cycle — a service target of at least three-quarters of the cycle. The plan rests on three components: legislation and benefits for those who serve, the establishment of tailored service frameworks in the IDF, and enforcement and oversight by the Defense Ministry over the Torah frameworks. The declared principle: "Those who give will receive; those who do not give will not receive." Every citizen of draft age will be required to settle their status in one of three tracks: IDF service, civilian national service, or study in a recognized and supervised Torah framework. Regular soldiers' pay will rise, and combat soldiers' pay will be doubled toward the end of their service. According to the plan, the legislation will be advanced as a single binding framework even before the next government is sworn in, and will be anchored in the coalition agreement and the budget. The defense minister will determine the tracks and will be required to report to the Foreign Affairs and Defense Committee once every six months. The plan sets a higher bar than the Bissamut outline, which set a gradual target of about half of the Haredi draft cycle. The plan was formulated under the leadership of Vinter, Lali Deri and Aviv Ezra.
