Shahar Nevo, a mathematics lecturer at Bar-Ilan University, is accused of planning a large-scale terror attack against hundreds of Arabs. According to the indictment, he sought to establish 12 cells with 72 attackers, conducted field surveys, and tried to recruit activists, including his daughter and Moshe Feiglin. Nevo took extensive concealment measures.

Shahar Nevo, a mathematics lecturer at Bar-Ilan University, is the defendant accused of planning a large-scale terror attack against hundreds of Arabs. Until now, his identity was barred from publication. According to the indictment filed at the Central District Court in Lod, Nevo formulated over more than three years a plan he called "Ay"T" – an acronym for "The People Will Do Transfer." Under the plan, he sought to establish 12 cells comprising 72 Jewish attackers, who would simultaneously carry out attacks in mixed cities and Arab villages. The plan's goal was to cause the flight of Israeli Arabs, Bedouins, and residents of East Jerusalem and Judea and Samaria. Nevo conducted field surveys, gathered intelligence, and examined targets, including the village of Tuba Zangaria. In his attempts to recruit people, he tried to enlist his daughter and asked her to connect him with her hilltop youth friends, and also attempted to recruit the chairman of the Zehut party, Moshe Feiglin, through threatening and extortion letters. Nevo took concealment measures: he wrote only by hand, used the pseudonym "Menachem Livne," wore a mask, hat, and sunglasses at meetings, and used bystanders' phones. Feiglin and the Zehut party contacted the police after receiving the letters. Nevo was arrested in an investigation by the Central District Police and the Shin Bet. The prosecution attributes to him offenses of preparation for committing a terror act, extortion by threats, and obstruction of justice.
