Rubio described the Iranian regime as having slaughtered tens of thousands of its own citizens, and asked what they would do to Americans, Israelis, or anyone else in the region if they had nuclear weapons. He clarified that the problem is not the state but the revolution that controls it - radical Shia clerics with an apocalyptic vision, who believe their religious destiny is to bring about the end of days. According to him, such people can never possess nuclear weapons, because they would use them to blackmail the world and kill people.
