Mohebbi claimed that "the enemy knows Iran is not pursuing nuclear weapons" and that the dispute with Washington concerns Iran's power and size, not its nuclear program. He rejected American claims about the loss of Iranian influence in the Strait of Hormuz, saying that moving a small vessel under cover of darkness "at a high price, with great difficulty and significant risk" does not indicate the strait is open. In contrast, Kpler data published by Reuters indicates a recovery in oil exports through the Strait of Hormuz in September, with an expected export volume of nearly 10 million barrels per day—about half the pre-war level.
