Mizrahi wonders whether David acted alone, or whether "there were people along the way who helped him, mainly around the Ministry of Transportation and various Likud operatives who knew the man was very young, not really talented, and hadn't done the roles he claimed, yet turned a blind eye to arrange his appointment." He explicitly mentioned "vote contractor Tomer Galam from Likud" and Minister Miri Regev. The investigation was opened following a News 12 investigation that revealed discrepancies between the resume David presented and the data actually verified, including budget scopes and employee numbers. David was released under restrictive conditions.
