The institutions called for launching a comprehensive national dialogue involving political forces, grassroots institutions, unions, civil society organizations, and Palestinian communities at home and in the diaspora, leading to a unified national political program. The statement emphasized the need to rebuild the Palestinian National Council through fair democratic elections, leading to the reconstruction of the Palestine Liberation Organization on a comprehensive representative basis. The institutions rejected closed appointments and arrangements for reshaping national institutions, and affirmed the right of Palestinians to choose their representatives. They also stressed the importance of involving youth in the reconstruction process, considering that elections should be a means to unify the people, not to entrench division.
