An investigation by the Hebrew newspaper Haaretz, published by journalist Yaniv Kubovich, based on testimonies from Israeli intelligence soldiers and drone operators, revealed practices within the targeting system in the Gaza Strip. These practices included bombing inhabited buildings without evacuating them, allowing attacks expected to result in civilian casualties, and expanding the circle of targets. The investigation addressed the attack on the Jabalia camp on October 31, 2023, to assassinate the leader of the Al-Qassam Brigades, Ibrahim al-Biari, where potential human losses were estimated between 250 and 300 people. The investigation also revealed the adoption of different levels for estimating potential civilian casualties, including allowing attacks that could harm up to 20 people without approval from senior command. The testimonies included accounts of targeting Palestinians who entered abandoned homes in search of food and blankets, after being suspected of posing a threat to Israeli forces. The occupation army denied the allegations, asserting that its orders prohibit intentionally targeting civilians.
