He beat Gaspar Benilda Osorio Zambrano of the Renovación Popular party by a margin of just 25 votes, who received 204 votes (30.77%). In third place was Itala Yovana Santian Vara of the País Para Todos party, with 187 votes (28.21%). A total of 663 valid votes were counted out of 707 votes. The unusual name has turned the small election into an international story, and media outlets in Peru have focused on the unusual combination of the names of European dictators. However, there is no evidence in the reports that Flores ideologically identifies with either of them. Flores was born on August 6, 1981 in Queropalca, completed elementary and high school, and from 2023 to 2026 served as manager at Grupo de Inversiones Simeon. Peruvian media define him as the virtual winner pending the completion of the official process.
