The Los Angeles County District Attorney's office arrested a Chinese-origin couple, Silvia Zhang and Guojun Xuan, suspected of operating a nationwide surrogacy network that brought nearly 22 children into the world. The couple is charged with systematically abusing 14 infants and toddlers at their estate in Arcadia, California. According to the indictment, security cameras documented caregivers and Xuan hitting the children. District Attorney Nathan Hochman described the case as "unprecedented child abuse." The couple ran a real estate company called Yudao Management that held extensive properties in Los Angeles. The prosecution will ask the court to set bail at $100 million due to flight risk. Xuan's attorney claimed the allegations are "completely false." Welfare authorities took the children into custody as early as May 2025, after Xuan and Zhang were arrested on suspicion of abuse when they arrived at a hospital with an infant suffering from a head injury. The federal investigation is ongoing.
