New publication by 7amleh Center reveals gaps in rights protection during digital transformation in Palestine
The 7amleh Center issued a report assessing the readiness of legal, institutional, and technical frameworks for digital transformation in Palestine, concluding that technological development is advancing faster than the human rights safeguards needed to govern digital systems.
The 7amleh Center – the Arab Center for the Advancement of Social Media – issued a new report titled "Digital Transformation in Palestine: A Human Rights-Based Assessment of the Readiness of the Emerging Public Digital Infrastructure," evaluating the readiness of legal, institutional, technical, and governance frameworks to keep pace with digital transformation in Palestine and the necessary safeguards to protect human rights. The report was prepared by Dr. Muhammad al-Sharfa and assessed a range of Palestinian digital initiatives and systems, including the "Hukumati" e-services platform, the national data carrier and data exchange systems, digital payments, the "Shiraa" e-procurement platform, and initiatives in digital identity, cybersecurity, and artificial intelligence. The report was based on research and analysis of available sources and documents, a systematic review of laws, draft laws, cabinet decisions, policies, and regulatory instructions, in addition to ten interviews with entities and experts from multiple sectors, reflecting evidence available up to October 1, 2026. The report concludes that technological and strategic development in Palestine is advancing faster than the legal, institutional, and human rights safeguards necessary for governing integrated digital systems, and that weak governance, oversight, and remedies may increase risks of exclusion, surveillance, and errors.
