The International Consortium of Investigative Journalists (ICIJ) has published data according to which company A7, founded by Moldovan oligarch with Israeli citizenship Ilan Shor, transferred the equivalent of $14 billion outside Russia from November 2024 to July 2025. US authorities consider A7 a sanctions evasion and money laundering network. According to the US Treasury, its services were used by the Central Bank of Iran, the Islamic Revolutionary Guard Corps, Tehran-backed groups including Hamas, and cybercriminals. Shor founded A7 in 2024; he owns 51% of the company, with the remaining shares held by the Russian bank PSB, also under sanctions. The investigation describes the network's mechanism: cash from Russian entrepreneurs is collected at the Sadovod market in Moscow, then through A7's cash center and PSB bank, funds are transferred abroad via intermediary firms, mainly to Chinese suppliers. On October 1, 2026, the US Treasury imposed sanctions on A7, calling it a "significant transnational criminal organization." The article also mentions that Shor, wanted in Moldova for involvement in the "theft of the century," fled to Israel and continues his activities under Russia's protection. The publication comes amid Prime Minister Benjamin Netanyahu's statement about the need to prepare for an "economy that bypasses sanctions."
