This came in a speech by al-Shibani during a session on the foundations of regional security within the work of the twenty-second session of the "Manama Dialogue 2026" conference, according to the official Syrian news agency "SANA." Al-Shibani called for a return to the lines before December 8, 2024, and the activation of the 1974 disengagement agreement. He stressed that the Golan is Syrian land, and that UN Security Council Resolution 497 is the reference in this regard. He affirmed that the resolution, adopted unanimously on December 17, 1981, considers Israel's decision to impose its laws on the occupied Syrian Golan null and void.
