2.5 million tickets and 573 million shekels: The numbers behind Tel Aviv Municipality's fines revealed

The Tel Aviv-Yafo Municipality has collected approximately 573 million shekels from about 2.54 million parking and public transit lane tickets from the start of 2024 to mid-2026, according to Freedom of Information data. About 37% of appeals were accepted, with particularly high cancellation rates for unpaid parking tickets (58%) and public transit lane violations (45%). Public transit lane tickets accounted for about a quarter of all tickets but generated 44% of the revenue.

The Tel Aviv-Yafo Municipality has collected approximately 573 million shekels from about 2.54 million parking and public transit lane (PTL) tickets from the start of 2024 to mid-2026, according to data provided by the municipality in response to a Freedom of Information request submitted by the Freedom of Information Movement. Out of about 408,000 requests to cancel tickets, about 150,000 (about 37%) were approved. The cancellation rate varied greatly by violation type: for parking in a regulated spot without payment — about 58% were canceled; for PTL driving violations — about 45%; for sidewalk parking — about 26%; and for double parking or parking at crosswalks — about 17%. PTL tickets accounted for about a quarter of all tickets (about 634,000) but generated about 251 million shekels — about 44% of the amount collected. Comparing 2024 to 2025, parking tickets decreased by about 5.9% (from 840,000 to 791,000) while PTL tickets increased by about 11.6% (from 255,000 to 285,000). The number of double parking tickets surged by about 46% (from 15,779 to 23,072), and tickets for parking in disabled spots rose by about 31% (from 7,376 to 9,634). Conversely, tickets for parking in violation of preferential parking signs decreased by about 41%. Alongside fines, more warning tickets were issued: 6,098 in 2025 compared to 2,176 in 2024. Tickets for electric bicycle and scooter violations increased by 18% in number and 40% in fine amount. Between the start of 2020 and mid-2026, 7,001 individuals or companies accumulated more than 50 tickets each.
