Trump's Peace Council will unveil a plan for the initial reconstruction of Gaza totaling $2.45 billion over six months. The plan, comprising 66 projects, presents one of the most comprehensive roadmaps to date for how the first months of reconstruction and governance in Gaza might look after the war. It will be presented at a meeting of the council's member states, with representatives from 35 countries. The plan divides projects into six areas: infrastructure development (the largest share, about $1 billion), human development, economic acceleration, digital transformation, justice, and peace and security. Security projects total approximately $885 million, including the establishment of a fortified compound in Rafah for the international stabilization force and the recruitment of a Palestinian police force. Implementation depends on cooperation from Israel and Hamas. The Netanyahu government has agreed in principle to aspects of the plan but has refused to begin implementation due to internal political reasons ahead of elections. Hamas has agreed in principle to disarm, but its willingness has yet to be tested. The Peace Council hopes that after the Israeli elections on October 27 and the formation of a new government, the process can begin. The plan is not limited to emergency aid and aims to establish infrastructure for a functioning Palestinian government and restart the private sector.
