Karedi calls on countries to urgently define clear sovereign boundaries and determine which powers can be transferred to AI systems and which decisions must remain in human hands. The central warning concerns the security world: as cyber attacks become faster and more automated, defense systems will be required to operate at machine speed, beyond the capacity for human approval. Karedi presents a scenario of an autonomous system detecting a 'zero-day' attack and isolating infrastructure within seconds – a wrong decision could shut down a power grid or hospital. He proposes adopting a 'strategic triangle' that balances innovation, security, and human control, and defines a hierarchy of actions: from full delegation to AI to 'sovereign authority that cannot be delegated'.
