According to the indictments, the Banmo brothers and their associates used threats, extortion, and violence to take over the market. Business owners were forced to give up their livelihoods or pay monthly protection fees. Couriers who operated independently were threatened with physical violence, including death threats ('I'll break his legs and arms', 'I'll come and cut off your head and shoot you'). The couriers were also required to locate competitors and collect money for the gang. The case was investigated by the Lachish District Police and the National Guard of the Border Police using undercover agents.
