The Ministry of National Security held today (Tuesday) a unique national preparedness conference ahead of the global "El Niño" phenomenon, expected to bring an extreme winter. The conference, led by the Senior Security, Emergency and Cyber Division, was attended by representatives from all emergency and rescue bodies, including Fire and Rescue Services, the IDF, Magen David Adom, the Meteorological Service, the Ministry of Education and the Ministry of Health, alongside local authority heads. Reference scenarios were presented simulating above-average precipitation over short periods, which could lead to flash floods and widespread flooding. The discussions focused on the level of readiness, coordination capabilities between forces in the field, and the preparation of the national public information system for conveying vital information to the public in real time. The ministry's director general, Rafael (Rapul) Angel, said that preparation for extreme weather events requires a systemic view, coordination between all factors, and high operational readiness. He emphasized the importance of synchronization, clear division of responsibility, public information, and readiness for immediate operational capability, noting that inter-organizational and multi-national cooperation is the key to national resilience.
