"Horizon": Genocide clause threatens Israel's participation

A new clause in the rules of the European "Horizon" program, requiring respect for the Genocide Convention, raises Israeli concerns that Israeli universities and companies may be excluded from billions of euros in funding, amid warnings of the decision's impact on researcher emigration.

The inclusion of a clause requiring respect for the Genocide Convention in the new rules of the European "Horizon" program raises concerns in Israel that its universities and companies may be excluded from funding. The new rules were published in recent days ahead of their approval by the European Union next week, and stipulate that non-member states must adopt European values, including respect for human rights and international law, particularly the UN Genocide Convention. This clause was not present in previous cycles. "Horizon" is one of the world's largest research funding programs, with a budget of about 95 billion euros over seven years. During the 2014-2020 cycle, Israeli researchers and companies received 2,045 grants totaling 1.8 billion euros.
