Former senior Mossad official: "The responsibility for October 7 does not stop at Military Intelligence and Shin Bet"

According to him, responsibility does not lie solely with Military Intelligence and Shin Bet, and there is a need for a legal change in how the government defines national risk assessment.

Haim Tomer, a former senior Mossad official, sharply criticized the conclusions of the organization's self-examination at the International Conference on Counter-Terrorism named after Shabtai Shavit at Reichman University. Tomer argued that Mossad cannot be absolved of overall responsibility for the October 7 failure, and that responsibility does not lie solely with Military Intelligence and Shin Bet. According to him, anyone who experienced the Yom Kippur War and saw the changes in Mossad afterward cannot accept this separation. Tomer called for a legal change in the government's and its head's responsibility for national risk assessment, arguing that the fact that this lies on the shoulders of the organizations is a significant part of the failure. The panel also included Hulta and Ben Hanan, who addressed the general concept and the lack of organizational memory on the night of October 6-7.
