A new investigation by The Guardian reveals a detailed Russian plan to destroy civilian infrastructure in Ukraine, aiming to render cities uninhabitable. The plan includes analysis of vulnerabilities in the power grid, lists of essential facilities, and estimates of the number of missiles and drones needed to destroy them. Among the means mentioned are ballistic missiles, cruise missiles, and Gran jet drones. The document also examines attacks on power distribution facilities linked to nuclear power plants. The identity of the Russian body that compiled the document is unknown, but European sources estimate it was written by military or intelligence research departments. In recent days, signs of implementation are evident: attacks have hit three major power plants in the Kyiv area and a nuclear substation. According to estimates, a combined strike could deprive Kyiv of more than 90% of its electricity supply in winter, with outages of up to 20 hours a day. Ukrainian Energy Minister Denys Shmyhal confirmed the existence of the documents. Political commentator Volodymyr Fesenko assessed that Russia prefers infrastructure destruction over territorial conquest, aiming to break the population this coming winter. The attacks continue despite the American declaration of a ceasefire in the energy sector.
