The bug occurs when swiping down to open the Notification Center and then swiping down again to open the Control Center in quick succession, causing the phone to become unresponsive to touch. The solution is a force restart: quickly press and release the volume up button, then quickly press and release the volume down button, then press and hold the side button until the Apple logo appears. The issue is temporary and does not cause permanent damage. Apple is expected to release a software update to fix the bug.
