Bobo Kobo wants to build the "Dubai of Orlando": the $19 billion grand vision

The "Tuscany" plan has been approved by the Orange County Board and includes 4,814 apartments, 1,291 hotel rooms, and approximately 60,700 square meters of commercial space. The project will span about 920 dunams in the Shingle Creek area, near Disney World and Universal.

The "Tuscany" plan has been approved by the Orange County Board and includes 4,814 apartments, 1,291 hotel rooms, and approximately 60,700 square meters of commercial space. The project will span about 920 dunams in the Shingle Creek area, near International Drive and Orlando's main tourist attractions, including Disney World and Universal. Kobo describes the vision as a blend of Dubai's sparkle, Beverly Hills' luxury, and Miami's style with Orlando's parks and nature. Behind the move are years of land acquisition and consolidation: between 2014 and 2021, 144 separate parcels were merged into a land complex valued at about $1 billion. The approval process took a long time; the plan was rejected in May 2025, but on September 29, 2026, the board reversed its decision and approved a revised plan with environmental and infrastructure conditions. Kobo seeks to appeal to approximately 76.7 million annual visitors to Orlando through a combination of residential, hotel, international brands, and entertainment. The project follows Kobo's activity at Camden Market in London, where he was among the developers of market complexes.
