Solomon claims this is a sophisticated move by the General Staff, and particularly by Halevi, to place the main responsibility on the division, while the October 7 disaster was the result of a war. According to him, those responsible for warning of war are the Intelligence Directorate and Southern Command, and the Gaza Division has a very small part in this context. Solomon accuses Halevi of promoting officers as part of a "protect me and I'll promote you" method, and claims there are at least 20 senior intelligence officers who dealt with warnings about Hamas, some of whom were rapidly promoted by Halevi. He calls for the full truth to be exposed through a professional investigation.
