Transportation Minister Miri Regev is demanding 40 million shekels and ten positions to implement the transfer of responsibility for security of leased flights from the Shin Bet to the Transportation Ministry, as determined by a cabinet decision from December 2025. The demand comes in the wake of the attempted attack on a Flydubai flight, and concurrently, a visit by Regev to the Emirates is planned with representatives of the Shin Bet and the National Security Council ahead of the resumption of flights. The Emirates have agreed to deploy additional screening measures in accordance with Israeli security requirements. Regev proposes establishing a new "aviation visa" mechanism, which would require the transfer of passenger and crew details 48 hours before departure for approval by security authorities, especially on flights from high-threat destinations. In a letter she sent to the head of the National Security Council, Regev clarifies that without the transfer of the budget and positions, the Transportation Ministry cannot implement the cabinet decision. The gap between her June statement about "full and immediate implementation" and her current demand raises questions about the actual level of preparedness.
