The talks covered issues of joint security, control over border areas, and infrastructure projects. The base is located near Mosul in northern Iraq; Turkey has maintained a presence there since 2015, despite Baghdad's demands for withdrawal. The transfer will allow Iraq to restore control and Turkey to strengthen relations with the central government. Of particular importance are agreements on the Sinjar district, where the sides agreed on measures to strengthen state control and end the presence of Kurdish armed groups.
