Graham Sanctioning Russia and Iran Act of 2026 into law on Friday, expanding the statutory framework for sanctions, tariffs, and other restrictions targeting Russia while extending existing sanctions on Iran for five years. Named after the late senator, the law authorizes economic measures against Moscow, including sanctions on Russia's energy and defense industries, its shadow fleet of tankers, and senior officials including President Vladimir Putin. It also allows Trump to impose tariffs of up to 100% on buyers of Russian energy such as China or India. The bill passed Congress on Wednesday with a vote of 262 to 259 after having passed the Senate in August. The White House did not specify which elements would be implemented immediately.
