The letters warned of eroding Israeli deterrence and the possibility that Israel's enemies, including Iran, Hezbollah, and Hamas, would exploit the internal rift over the judicial reform to act against Israel. Halevi's letter from March 21, 2023, parts of which are now revealed, warned that "the enemies in all arenas see an opportunity to accelerate a process that in their view will ultimately lead to the collapse of Israel." Alongside the letters, testimonies are revealed about the postponement of meetings requested by senior defense officials with Netanyahu, and the prime minister's suspicion, who saw the requests for a meeting as a "putsch." In response to another warning letter from Halevi in July, Netanyahu said: "It's not us! Talk to those in Kaplan." The investigation presents a sequence of warnings that began in March 2023 and intensified until September, a month before the massacre.
