Netanyahu argues that these omitted instructions make the difference between preventing the massacre and failing to thwart it. Also emerging from a January 2023 discussion are Bar's words that the operatives from Gaza prevented a campaign, and from February 2023 his definition of Sinwar as a sober-minded leader unwilling to go to a war of revival. An April 2023 review described Israel's crisis as an opportunity in Sinwar's eyes that strengthens restraint in Gaza. Netanyahu claims Bar did not warn of an initiated war from Gaza.
