Reserve Brigadier General Oren Solomon claims that an internal report written by an IDF Intelligence officer (Major Y.) after October 7 points to ties between Egyptian intelligence and Hamas that were not identified in time in Israel. In an interview with Shimon Riklin, Solomon said that Egyptian intelligence did not limit itself to mediation but "cooperated with Hamas in certain matters." According to him, Hamas operated a "strategic deception system" that created the impression the organization was interested in a settlement, a perception that permeated the IDF, Shin Bet, and Aman. Solomon claims that the contacts with Egypt were conducted at the highest levels, including former Shin Bet head Ronen Bar, former Chief of Staff Herzi Halevi, and former Aman head Aharon Haliva. He criticizes IDF investigations, arguing they did not thoroughly examine the question of ties with Egyptian intelligence: "IDF investigations... do not touch the point."
