The Tel Aviv District Planning and Building Committee has approved the urban renewal plan for neighborhoods 5 and 6 in the city center. The plan spans approximately 1,700 dunams, between Bograshov and Shaul Hamelech streets in the north, Yitzhak Elchanan in the south, Hayarkon in the west, and Menachem Begin and Shprinzak in the east. According to the Planning Administration, the plan allows for the addition of about 14,000 apartments, alongside strengthening existing buildings and improving protection and earthquake resistance. Building rights will range from 5.5 to 7.5 floors depending on the area. Most of the plan area is within the White City, declared a UNESCO World Heritage site, so instructions were set to preserve the architectural character. Preservation buildings were excluded from the plan. On large lots, the plan will require allocation of spaces for public uses such as daycare centers and kindergartens. The plan relies on a public transportation system including the red line of the light rail, the future green and purple lines, and three metro stations. District Committee Chair Shira Talmi Babai said the plan was advanced on a fast track to create certainty and encourage reinforcement, especially given the emergency situation. District Planner Erez Ben Eliezer added that the plan encourages a diverse housing mix while preserving architectural qualities. The plan was submitted by the local committee and prepared by the city engineer, Udi Carmeli.
