The plan covers nuclear energy, oil and gas projects, transport infrastructure, the aviation industry, information security, and financial independence from Western sanctions.

A leak of a 44-page government document marked "For Official Use" has revealed details of a strategic plan for comprehensive cooperation between Russia and Iran until the end of 2026. The roadmap, approved in September 2024, covers key areas: nuclear energy (operation and construction of Bushehr nuclear power plant units by Rosatom), development of Iranian oil and gas fields (Shadegan, Kish, South Pars), transport infrastructure (a 1520 mm gauge railway from the border with Azerbaijan to ports in the Persian Gulf), localization of aircraft component production in Iran, as well as joint projects in information security, video games, and journalist training. The parties are systematically increasing the share of settlements in national currencies from 68% to 71% and introducing independent financial channels. Russian Energy Minister Sergey Tsivilev has been appointed head of the Russian part of the intergovernmental commission. Analysts note the systemic nature of the financial architecture being built, aimed at minimizing vulnerability to Western sanctions.
