The Jerusalem District Committee has deposited a plan to build a mixed-use complex above the Harel Interchange on Highway 1 in Mevasseret Zion. The plan includes 200 housing units, 300 assisted living units, about 26,000 square meters of commercial and employment space, and is intended to connect the different parts of the town.

The Jerusalem District Planning and Building Committee has decided to deposit a plan for a mixed-use urban complex above the Harel Interchange on Highway 1, within the jurisdiction of Mevasseret Zion. The plan spans approximately 37 dunams and aims to utilize undeveloped areas around the interchange and create an urban continuum that will connect the two parts of the town currently separated by the highway. The plan includes 200 new housing units, of which 100 are for long-term rental for 15 years, and 300 assisted living units. In addition, about 26,000 square meters of commercial and employment space and about 4,700 square meters for public uses are planned. The construction will be up to 7 stories high. The Jerusalem District Planner, Architect Dan Keinan, noted that the plan will contribute to increasing the supply of assisted living and rental housing for young families, and serves as an example of thinking outside the box.
