The tax was intended to combat the phenomenon of millionaires purchasing luxury apartments in Manhattan worth over $5 million and using them only for vacations. Mammadani, elected about a year ago, has made fighting the cost of living his flagship issue. The tax plan was born last April to cover budget deficits. The judge criticized the way the city managed the move but clarified that if it corrects the lists, it can reimpose the tax. Mammadani's spokesman, Matt Rauschenbach, said the super-rich file lawsuit after lawsuit to protect their privileges.
