The 'Ir Amim' association revealed a new settlement plan promoted by the 'Amana' settlement movement, which calls for establishing a settlement with 122 housing units for settlers in the Sheikh Jarrah neighborhood of occupied East Jerusalem. The plan, numbered 1602689, targets the site of the historic 'Shepherd' Hotel in the northeastern part of the neighborhood, covering an area of about 5.8 dunams. It stipulates the construction of residential buildings up to 12 stories high. The plan is still in its early stages, as it has not yet been submitted to the Israeli local planning and building committee in occupied Jerusalem, with the first session to discuss it scheduled for November 11, 2026. The association notes that the 'Amana' movement is one of the strongest Israeli settlement organizations, receiving government funding and close cooperation with Israeli authorities, and is headed by Ze'ev Hever, known by the nickname 'Zambish', a former member of a secret Jewish terrorist organization.
