Bituah Leumi has faced a sharp increase in expenses for aid to those affected by the war that began on October 7, 2023. Deputy Director of the Disability and Rehabilitation Department Yaron Shalom stated that the state needs to find additional sources of funding to meet its obligations to the victims. Since October 7, 87,266 people have been recognized as victims of hostilities, of whom about 40,000 have become disabled due to physical or psychological trauma. During this period, 1,029 civilians were killed, including 63 children and adolescents, as well as 88 foreign citizens. In 100 families, two or more people died, and the total number of orphans reached 1,216. Bituah Leumi's expenses have increased significantly: in 2023, the volume of payments was about 800 million shekels, in 2024 — 2 billion, and in 2025 it reached 3.5 billion shekels, not including rehabilitation costs of nearly 75 million shekels. For those who survived captivity, a monthly allowance of 9,000 shekels is provided, as well as additional assistance with a car and housing, and lifelong psychiatric treatment. Returning to work does not deprive one of the right to the allowance. Shalom also spoke about the procedure for determining disability: after a medical commission, the percentage of disability is established and the likelihood of improvement is assessed. Almost half of those recognized as disabled have already received permanent status. It is proposed to develop incentives for the return of victims to the labor market.
