At a pre-military preparatory conference in Haifa, Yisrael Beiteinu chairman Avigdor Lieberman and Democrats chairman Yair Golan presented different and opposing positions regarding the composition of the next government. Lieberman firmly ruled out a partnership with Ra'am led by Mansour Abbas, saying "enough for us Shas for the Jews." He set equal mandatory conscription for all populations, including Jews, Muslims, Christians, Druze, and Circassians, as a non-negotiable precondition for forming the government. In contrast, Golan ruled out a partnership with the Haredi parties, saying "we will not sit with the Haredim. We came to fix." He supported a partnership with Ra'am, noting that Abbas was a good partner in the previous government. Golan set an electoral target of 15 seats for his party, aiming to become the second-largest party in the next coalition. Lieberman set a target of 63-64 seats for the bloc opposing the current government. The two also differed on the Iran issue: Lieberman called for toppling the regime, while Golan focused on eliminating the nuclear program.
