The report claims 87% of the funding was awarded between 2022 and 2025, during the Biden administration. Recipients include the Council on American-Islamic Relations (CAIR), which received over $42 million, Dar al-Hijrah Islamic Center, and the Muslim American Society. MEF argues these grants lend legitimacy to extremist groups and provide access to vulnerable populations, including refugees. The report recommends debarment, delisting, and terrorist designations for the organizations.
