The first three ships will retain the electromagnetic system. Industry officials, including General Atomics, which has already completed 50% of the work on 'Doris Miller', warn that the move will cost billions, delay programs, and give a technological advantage to China, which already uses electromagnetic systems. The White House defends the decision, claiming that steam systems are battle-proven and more durable. Additionally, the presidential memorandum includes improving submarine maintenance, encouraging foreign investment, establishing the first new public shipyard in 83 years, and accelerating submarine production with a massive $76.6 billion deal for 14 submarines by 2038.
