The neighborhood will be built on a slope below the existing HaZayit neighborhood and will include public institutions, commercial areas, and assisted living facilities. The plan is expected to increase Efrat's population by 40% within five years, from about 14,000 to 20,000 residents, and marks a shift toward denser urban construction. Alongside the housing units, schools, kindergartens, synagogues, commercial spaces, community facilities, and a city park are planned. Marketing of some of the complexes has begun, and the council hopes to start development work during the next year. Council head Dovi Shefler said this is "a strategic move that changes the face of the settlement and the entire region."
