Germany ranked fifth with criticism of being a 'research institute'. Ukraine received high praise. In an exclusive interview with Ynet, deputy editor Etienne Girard said the Mossad would rank second or third in a global ranking, and that it inspires admiration across the continent, especially in targeted elimination capabilities like the pager operation. He noted that French criticism of Israel does not lead to a rift, and that the pager operation restored the Mossad's reputation.
